The right to vote was guaranteed to citizens meeting certain qualifications, or their spouses. One such qualification was residence for some length of time. The qualifications varied with respect to the particular office for which a citizen would be voting. Under Article 38, every citizen has the right to free and fair elections based on universal suffrage. Every citizen over the age of 18 can register as a voter, vote by secret ballot or in a referendum, and run for elected office.
