In like manner, Salvadoreans may assemble peaceably and orderly to discuss questions of public interest, or to address petitions to the constituted authorities; but the originators of such meetings shall be held responsible for any disturbance which may occur." The first assertion of the right to association in El Salvador was the Constitution of 1872, ratified November 9th.
